Draft 4.3.0 / 2.3.0 changelogs

Drafts the next changelog sections for the MSTest 4.3 / MTP 2.3 milestone (#75), covering user-facing changes merged to main since v4.2.3. Versions/dates are intentionally left as UNRELEASED to finalize at release time.
