Charters the File Uploads Working Group, sponsored by @localden and @nickcoai, to drive SEP-2356 (declarative file inputs) through to acceptance and Tier-1 SDK reference implementations.
The charter follows the SEP-2149 template and the structure of the existing Triggers & Events and Server Card charters: mission, scope, leadership, the standard authority table, initial membership, biweekly cadence, and SEP-2356 as the anchor deliverable. Out-of-scope items (large-file streaming, presigned uploads, server-to-client delivery) match the deferrals already documented in the SEP rationale.
Adds the page to the Working Group Charters nav group in
docs.json. A companion PR againstmodelcontextprotocol/accesswill add thefile-uploads-wgGitHub team and Discord role.
