Motivation and Context

Cargo failed to build project target when no features are selected. This PR adjust features to run cargo build --all-targets and cargo clippy without erros.

How Has This Been Tested?

Run unit tests

Breaking Changes

No

Motivation and Context
Cargo failed to build project target when no features are selected. This PR adjust features to run cargo build --all-targets and cargo clippy without erros.

Run unit tests
