Add swift-docc-plugin dependency and configure documentation generation for the MCP target. This enables automatic documentation hosting on Swift Package Index.

@movetz, my fork already includes my own implementation of this functionality, as well as complete documentation. If we want to merge my fork in phases, which is the current plan I've been discussing with @stallent, I would suggest including this from my fork, since if overlapping PRs get merged first, it will create unnecessary friction.

@movetz, my fork already includes my own implementation of this functionality, as well as complete documentation. If we want to merge my fork in phases, which is the current plan I've been discussing with @stallent, I would suggest including this from my fork, since if overlapping PRs get merged first, it will create unnecessary friction.

Add swift-docc-plugin dependency and configure documentation generation for the MCP target. This enables automatic documentation hosting on Swift Package Index.
