EnumeratePhysicalDevices on Android

I have tried two different Android platforms one on Android 7.1 and another on Android 9.0. I did see the /system/lib/libvulkan.so library on both devices, so the vukan native library appears to be available and appears to be loading.

The android 7.1 device is an Amazon Fires TV Stick 4K, which is documented to support vulkan version 1.1.

However on both devices EnumeratePhysicalDevices does not return any results. Are there any additional permission or settings necessary to make the physical devices list? Any other suggestions to make EnumeratePhysicalDevices work on Android?

I am trying to run this from Xamarin.Android. SDK 10.1.1.0
