What to build

A code list of note subject codes, so a note on an invoice can state what it is about instead of being untyped free text.

Acceptance criteria

• A static note-subject model with translations, following the pattern of the existing code lists
• The list ships as data and is loaded by the import command
• German and English labels for every entry
• The list includes at least the codes for terms of delivery, price conditions, payment terms and delivery information, which consumers rely on
• The list is documented in the package README
