Steps to reproduce:

  • Local primary storage
  • Upload an empty file
  • Try to copy the file to a different directory

Fixes#16989

Requires ad7798f so backporting will work to 18 and 19

I guess this error is related.

Hm I don't see how those should be related and they only fail on mysql8.0-php7.2. Let me retrigger that because locally those tests work fine.

The ones that failed in the first run also fail here for example: #22769 So I think they are unrelated.
