Summary
Creates a reproducible environment with the correct PHP (including all required and optional modules), Node.js and NPM versions.
In the future it will make it easier to checkout old stable branches, because the correct versions will be used and it's not necessary to manually manage them on the host (or disable the version checks).
If agreed upon, I would also like to backport this to existing stable branches, maybe as far as stable26.
