Introduce a Plugin base (before_log/after_log/on_error) and three concrete plugins: ContextPlugin, RedactPlugin, and SamplingPlugin. Logger now accepts plugins, exposes .use(), runs before_log hooks (which may return None to drop a record), dispatches to transports, then runs after_log; plugin exceptions are caught and routed to the plugin's on_error so a broken plugin can't crash logging. Added unit tests, updated README/CHANGELOG/CONTRIBUTING, bumped version to 0.1.3, and adjusted exports in __init__.py and a minor HTTPTransport doc tweak.
