These changes favor the py launcher check over other checks excluding command line or npm configuration and environment variable checks on Windows

Also, updated supported Python versions list.

These changes favor the py launcher check over other checks excluding command line or npm configuration and environment variable checks on Windows
Also, updated supported Python versions list.
