module: add isBuiltin method

Exposing isBuiltinModule methods on util/types if we decide to have this, should it be here or directly on util?

Yes, it can be a simple includes check, but there are many npm packages with stats like below to do the same:

Be aware this will only return true for modules that can be required without a node: prefix, so for modules like node:test it will return false.

It should also return true for any node: prefixed modules that are requireable.

I'd rather this be an API exposed via module, and it needs to be made to work with all built-ins, including node:test

^ looks like this doesn't include prefixed modules.

NativeModule should be updated to include prefixes too?

So, do we expose this as an internal API from module and have it in util?

I think the request is for it to be exposed to users as module.isBuiltIn()
