The YAML history blocks for fs.lchmod and fs.lchmodSync only recorded the deprecation version, with no indication of when the API was introduced (see #65280).

Per doc/changelogs/CHANGELOG_ARCHIVE.md, fs.lchmod was introduced in v0.5.0 (2011-07-05: "add fs.lchow, fs.lchmod, fs.fchmod, fs.fchown", nodejs/node-v0.x-archive#853).

Note: the existing deprecated: v0.4.7 predates the introduction; I left it untouched to keep this PR minimal, but it may deserve a follow-up look.

Doc-only change; no tests added.
