Fixes: #65312

Validate the first subscription before calling markActive(). This prevents invalid callbacks from leaving channels active and notifying native consumers without an installed subscriber.

Validate the first subscription before calling markActive().
This prevents invalid callbacks from leaving channels active and
notifying native consumers without an installed subscriber.
