With this PR, we can assign components to VPC.

Let me give an example that a user have two subnets, one public and one private:

scopes:
- name: public-vpctype: core.../v1.NetworkScopeproperties:
- name: network-idvalue: myNetwork
- name: subnet-idvalue: public-subnet
- name: gateway-typevalue: public
- name: private-vpctype: core.../v1.NetworkScope
- name: network-idvalue: myNetwork
- name: subnet-idvalue: private-subnet
- name: gateway-typevalue: nat

From the spec pow I think this looks ok, but would like to have @vturecek or @suhuruli comment based on the Azure implementation we are doing.
