Every path above is on the governed register (GOVERNED_SURFACES in scripts/pm/check-governed-merges.mjs: docs/adr/**, .claude/**, skills/**, AGENTS.md, CLAUDE.md). Prime Directive #14: a diff touching one of them is landed by the maintainer by hand, and a mixed diff forks the whole PR onto that path. Folding these into the #10641 PR would have converted an ordinary docs fix into a maintainer-merge PR for the sake of five lines.
The skills/ one is the one that propagates: the published skill catalog lands in codebases this repo cannot see, so the spelling travels outward from there.
