Follow-up split out of #11179 (ruled option B on its report's open question 2, ACCEPT comment on that card) — the seat-facing reference rows for the three invariants PR #11884 lands in scripts/pm/check-half-states.mjs:
- The general pm-state ONE-OF (H29): the six-member vocabulary is mutually exclusive intent; every transition is a replace, never an add.
- The
pm:queue rot horizon (H30): 3 days, derived from the 2026-08-24 live distribution — the queue is the one state where waiting is not a state. - The contract-review dual-carrier postcondition (H31): hung in one stroke, cleared in one stroke, card and PR both, read-back each way.
Why blocked, and the payment plan
references/state-machine.md sits at line-ratchet ceiling 43/43, and every currently-consolidatable line is inside PR #11874's hunks (the pm:blocked section it rewrites). Landing these rows before that merge would force exactly the textual conflict #11179's dispatch avoided. Once #11874 (and #11884) are on main: one docs-only PR, rows paid by consolidation from the then-uncontested purse, ceiling raise only if the arithmetic is argued. The file already names check-half-states.mjs as the enforcement authority, so nothing is un-enforced in the meantime — this card is about the seat-facing reference catching up, not about the mechanism.
