The #13178 census — the one that counts the application-face write call sites lacking tenant context — is the input that:

It exists only as a comment on issue #13178, and #13178 returns HTTP 404 on every channel available to these seats — re-measured independently by the #13491 seat this round, matching what #13497 measured earlier.

Its figures (175 sites / 24 lacking context) survive today solely because a merged changeset quotes them. The seat that needed them this round did not re-derive them; it took them from this card's body and from that changeset.

Why that is a defect rather than an inconvenience

A number that decides a p1 severity and bounds a ruling's scope is a load-bearing artefact. Right now:

  • it cannot be re-read at its source by anyone working the family;
  • it cannot be re-derived on demand, because the census script that produced it is not in the tree;
  • its survival depends on a quotation in an unrelated artefact, which no gate protects and no one would think to preserve.

⭐ The repo already has the right shape for this elsewhere: the isSystem census IS an in-tree artefact, with a script that re-derives it and a gate (check-system-context-census) that fails when it rots. That is the precedent, and it is why this is filed as a gap rather than a wish.

Suggested shape, not a prescription

The remedy that matches the existing precedent is an in-tree census artefact plus a re-derivation script, so the figures can be re-measured rather than quoted. Whether that is worth building, and whether the #13178 card itself should be reconstructed first, is triage's and the maintainer's.
