                              What to encode
                              The four-axis decision framework (single source: pm-dispatch SKILL.md 「升级与决策」, serialized as the 四棱 card block; details in references/decision-analysis.md) currently treats the four axes as co-equal inputs with a tie-break order (2026-08-27 「分歧推荐序按拉动定向」). This ruling adds an explicit weighting: 项目长远合理性 (long-term soundness) carries the highest weight — at least 50% — when axes conflict. Recommendations must lead with the long-term reading, and the other three axes together cannot outvote it.

                              • This composes with, not replaces, the 2026-08-27 tie-break ruling and the standing human-floor items (安全/权限边界、破坏性难逆动作恒在人工地板 — unchanged).
                              • Frame-sync discipline applies: the four-axis framework has check:skill-frame-sync-managed copies — all copies move together in one PR.
                              • Skills lane owns the edit; the landing PR is governed (.claude/**) — draft-only, human merge.
