The gap, measured

check-skill-line-ratchet.mjs now holds per-file ceilings for all.claude/skills/** instruction surfaces plus .claude/agents/os-dev.md (11 entries after today's widening). AGENTS.md — the largest, most-read, most binding instruction file in the repo — has no ceiling. The ratchet's own case law (unprotected files grew +31% in one shift while the protected file held 0%) applies with the most force to exactly this file, and today's oversized clause entered through exactly this hole.

Change

scripts/pm/check-skill-line-ratchet.mjs only: add a CEILINGS entry for root AGENTS.md at its line count on fetched main after the pending read-layer-clause shrink lands (sequencing: the hanging AGENTS.md PR is being reworked to a compact clause; set the ceiling from the post-rework text, the same set-from-post-review rule the four-skills widening used). Extend the self-test coverage case. Same shrink-only convention; raising later needs a maintainer ruling quoted in the PR body.

Serial: dispatch after the reworked read-layer PR (AGENTS.md) is MERGED — the ceiling must be measured on the settled file. Graded at filing by the skills seat: pm:queue, S mechanical (sonnet — correctness machine-judged by the gate on its own change; not a governed path).
