Maintainer ruling (2026-08-19, PM chat, verbatim): 「在我理解 devx 相关的都是长期优化的任务,有空就处理,没空就放着」 — given while discussing whether objectui should grow lane labels, and consistent with the same-day business-priority ranking (skills first; product core 好看+稳定 next; devx as the support tier). Filed and graded by the skills seat (own-lane exception; session session_01AeA3nU1B5Q2pgxqxgUrexd).

Scope

.claude/skills/pm-dispatch/references/lanes/devx.md (landed today via the fold PR): one short clause in its 常设承诺/席内判断 section recording the lane's default tier — long-horizon optimization, worked when capacity is spare, parked without guilt otherwise (quote the ruling verbatim, untranslated) — plus the boundary that keeps the ruling safe:

  • The carve-out is the existing selection order, not a new rule: priority:p0, pm:blocking, and gate-breakage/fleet-stoppage cards (a red gate on the shared merge queue blocks every lane) outrank the lane default exactly as the 全序 already says — the spare-capacity default applies to the lane's optimization work, never to its incident work. State this as a pointer at the 全序, ⛔ not a second copy of it.

Also propagate one line to lanes/services.md? — ⛔ no: the ruling names devx only; other lanes' tiers stay as the business ranking conversation left them (chat record; codifying the full ranking was offered and not taken up).
