Pin every `uses:` in ci.yml and cd.yml to the commit SHA of the currently-floating major tag (v6/v2/v4), with `# vX` trailers so humans can still read the version at a glance. Defense-in-depth against tag mutation (cf. tj-actions/changed-files incident). The new `renovate.json` replaces the stale `omercnet/renovate-config` inheritance with `config:recommended` + `:pinDigests`, which keeps the SHA pins current automatically when upstream actions cut new releases.
