Machine-readable disposition ledger for the 29 post-snapshot upstream commits (audit table 4) plus 28 pre-snapshot gap rows (UD series, block#3777 admin unit, strategy gates, deferred DB candidates).
Each row records origin SHA, behavior, disposition (21 adapt, 7 defer, 1 exclude), landing status, changed paths, test receipt criteria, owner lane, and revisit trigger, per the plan ledger rule. All 29 SHAs verified against upstream main; batch is exactly snapshot
