Support for "random trace id" flag in trace context

The issue filed in open-telemetry/opentelemetry-specification#3411 covers the problem/context.

Describe the solution you'd like
As discussed in open-telemetry/opentelemetry-specification#3411, the concrete changes here that are relevant for OTel SDKs are:

• if the trace id is randomly generated, set the random flag
• propagate the random flag if a traceparent is received

https://www.w3.org/TR/trace-context-2/ has the full spec. This spec is currently in candidate recommendation status.
