Stack sync requires integration overlay PRs to stay open drafts. #10/#79/#80
were closed and GitHub refused reopen after history rewrites. Point the
manifest at permanent draft replacements so rebase/compose can run again.

PR #173 was closed while the desktop overlay branch kept moving; stack
validation requires the registered overlay PR number to stay open and draft.
