Summary

One provenance commit selecting the reliability pieces from upstream #3510 above the merged pingdotgg#4018 candidate.

  • lazily page older mobile activity
  • cap subscription catch-up at 1,000 events and fall back to a snapshot
  • synchronize stale snapshot watermarks
