Adds support for the following options beginning with version 7.71.0:

CURLOPT_ISSUERCERT_BLOB
CURLOPT_PROXY_ISSUERCERT

I didn't see many good options for testing client authentication, so this test has a larger number of constraints (namely openssl s_server). Feel free to suggest better ways to do this testing.

The other option would be to use badssl.com which has a client auth test, but I had a few concerns with having the test use that service instead.

I didn't see many good options for testing client authentication, so this test has a larger number of constraints (namely openssl s_server). Feel free to suggest better ways to do this testing.
The other option would be to use badssl.com which has a client auth test, but I had a few concerns with having the test use that service instead.

I didn't see many good options for testing client authentication, so this test has a larger number of constraints (namely openssl s_server). Feel free to suggest better ways to do this testing.
The other option would be to use badssl.com which has a client auth test, but I had a few concerns with having the test use that service instead.

I didn't see many good options for testing client authentication, so this test has a larger number of constraints (namely openssl s_server). Feel free to suggest better ways to do this testing.
The other option would be to use badssl.com which has a client auth test, but I had a few concerns with having the test use that service instead.
