[Bug]: Project-local Codex and OpenCode skills are missing from composer menus #8792

Steps to reproduce

  1. Open a project containing a project-local skill.
  2. Select Codex/OpenCode as the provider.
  3. Type $ or / to search for skills.
  4. Look for the project-local skill.

Expected behavior

Project-local skills for the active working directory should appear in the $ skill search and, when enabled, the / command menu.

Actual behavior

Codex and OpenCode only expose skills from their machine-level provider snapshot. Skills discovered relative to the active project are missing from both composer menus.

Provider skill discovery is based on a machine-level snapshot rather than the active project directory, so the clients never receive the correct project-local skill catalog.

For example, I have the Unslop skill installed in this project, but it is not listed in the slash and skill menus.
