Problem

Tooltips render behind any popover or menu that contains them. The tooltip positioner sits at z-50 (apps/web/src/components/ui/tooltip.tsx), while popover and menu positioners sit at z-[60] (ui/popover.tsx, ui/menu.tsx). Both portal to <body>, so they are siblings in one stacking context and the container always wins.

Most visible in the composer's model picker: hovering a model row's Add to favorites star produces a tooltip spanning x 682–789, while the panel spans x 400–760 — roughly 73% of the tooltip is painted over.

Fix

Raise the tooltip positioner to z-[70]: above popovers and menus (z-[60]), still below toasts (z-100).

A per-call-site override is not possible — TooltipPopup's className lands on the Popup, not the Positioner that carries the z-index — so the shared primitive is the only place to fix it. This is why the change is one line rather than scoped to the picker.

Verification

Measured in a real browser against the dev server, hit-testing a point inside both the tooltip and the panel (with the tooltip's pointer-events temporarily enabled so it could win):

Problem
Tooltips render behind any popover or menu that contains them. The tooltip positioner sits at z-50 (apps/web/src/components/ui/tooltip.tsx), while popover and menu positioners sit at z-[60] (ui/popover.tsx, ui/menu.tsx). Both portal to <body>, so they are siblings in one stacking context and the container always wins.
Most visible in the composer's model picker: hovering a model row's Add to favorites star produces a tooltip spanning x 682–789, while the panel spans x 400–760 — roughly 73% of the tooltip is painted over.
Fix
Raise the tooltip positioner to z-[70]: above popovers and menus (z-[60]), still below toasts (z-100).
A per-call-site override is not possible — TooltipPopup's className lands on the Popup, not the Positioner that carries the z-index — so the shared primitive is the only place to fix it. This is why the change is one line rather than scoped to the picker.
Verification
Measured in a real browser against the dev server, hit-testing a point inside both the tooltip and the panel (with the tooltip's pointer-events temporarily enabled so it could win):
