Machine-checkable repository claims need exact source evidence rather than another model opinion. This adds bounded no-execution verification against the exact GitHub tree for Rust Copy move-out, symbol absence, and signature mismatch claims, carries hash-bound receipts through filtering and adjudication, and fails closed on incomplete, conditional, aliased, shadowed, or macro-generated source.
