An incremental review can otherwise keep a carried error stuck after its fix moves away from the original anchor, or clear it from silence over incomplete evidence. Reviews now fetch the complete pull request whenever that finding's file changes outside its anchor; local sources that cannot reconstruct the complete comparison fail closed and preserve the baseline. The full local gate and provider-backed review pass.
