Hosted review scoring must remain routable when role-specific effort controls are applied. This uses low effort for the embedded Luna scorer, avoids sending a redundant exclusion control when reasoning is disabled, and runs the scorer evaluation matrix before the general release benchmark so scorer-only provider failures block publication.
