Hosted provider key reconciliation preserves provider-side outcomes without holding pooled database clients across network or sealing work. Exact hash lookup, explicit-empty pagination, distinct rate-limit intents, lease-fenced transitions, and RFC 3339 instant matching keep ambiguous attempts auditable while allowing one successor after a revoked or cancelled binding.
