[Workstream] Upstream reusable behaviors to PRC

[emplums]

As part of our behaviors epic we need to upstream existing behaviors from other GH applications to PRC. Let's use this issue as a tracking issue for that work.

Behaviors

• useProvidedRefOrCreate @T-Hugs
• useSafeTimeout @emplums Upstream useSafeTimeout & add tests #1041
• useDragAndDrop (needs evaluation)
• useAutoScroll (needs evaluation, might be too specific to Memex)
• useCombinedRefs @emplums
• useControlledProp @emplums
• useMountedRef (needs evaluation)
