TreeView scrolling instead of selecting

Description

If I scroll the currently active file out of view in the tree, then try to click on a file to select it, it scrolls the active file back into view instead of selecting.

Steps to reproduce

1. Go to https://jdrush89-primer-upgrade-and-file-tree.review-lab.github.com/primer/react/blob/main/src/ActionMenu.tsx
2. scroll the tree down and try to select a file like Spinner.tsx
3. The tree scrolls when clicking instead of selecting.
