Uploading an item puts the URL into whatever input has focus

Description

When I upload an item and I then navigate to a different field (for example because I wait for upload to finish, but I want to continue setting metadata) we insert the URL after upload in whatever field has focus, instead of in the position where it needs to go to.

Example:

Steps to reproduce

1. Start creating a new issue
2. Drag and drop a file into the markdown editor
3. Before the upload completes, open the label picker
4. Notice that the file tag gets inserted into the picker's text input
