Roll out tooltip in our primer/react components that uses IconButton under the hood

This is a tracking issue to safely enable tooltips in icon buttons in primer/react components.

After we make the tooltips default in icon buttons, we will need to go through each component that uses icon button under the hood. test and verify that everything works as expected.
