Add an explicit no-alpha pipeline_smoke run mode

Review found that #364 only returns the generic btc_5m_backtest capability, which cannot bind a typed Mission v3 settlement vs Up/Down task or its cohort/partition. #373 now owns that protocol correction and is the required predecessor for #323.

#323 retains its separate contract: no-alpha evaluator dispatch, typed Completed summary validation, independent immutable result receipt/readback, and smoke-only credential isolation. No collector/cutover work is included.
