What to build

Replace the verbose root guidance with a concise router and add a read-only Skill that reports Code, CI, merge, release, runtime, and readback as separate live states with exact identities.

Acceptance criteria

• Root guidance keeps authority, evidence, ownership, and validation guards while removing mandatory ceremony for read-only and small work.
• The Skill uses live repository or runtime evidence and never infers a later state from an earlier one.
• Official Skill validation and focused repository checks pass.
