What to build

Add a read-only Skill that audits the authenticated-input to immutable-result chain without running collectors, evaluators, or production systems.

Acceptance criteria

• The Skill distinguishes authenticated input, snapshot, Mission admission, evaluator result, immutable publication, and independent readback.
• Missing evidence is reported as incomplete and never replaced with fixtures or assumptions.
• Official Skill validation and a focused smoke check pass.
