Bybit options: investigate scattered single-hour OSS gaps (2026-08-09..13)

7 天 OSS 审计（#882）发现 Bybit options 在事故前就存在零散单小时缺失：08-09 缺 00-04/08/14/20，08-11 缺 08，08-12 缺 02/09/15，08-13 缺 03/09/15。无成段崩溃记录，疑似上传偶发失败未重试。data-completeness-check 现在每小时会抓这类缺口，此 issue 负责查根因。
