Issue relationship

Closes #471

Change contract

Make issue show/status and PM help/dashboard read live GitHub issue state and native relationships without requiring a local .claude/epics mirror.

Out of scope

Close/reopen/sync mutations (#457), PRD publication (#468), lifecycle workflow (#467), historical reconciliation (#459), branch protection (#460), and broad legacy PM cleanup.

Dependency / merge order

#456 is merged. None; this read-only contract is independently mergeable and rollbackable.
