Change contract

Remove the retired --foreground compatibility flag from the Prediction Markets runner and stop the canonical platform worker from emitting it. The runner is already foreground-only, so the flag had no behavior.

• launch-spec regression asserts the retired flag is absent

Rollout and rollback

No production rollout. Revert the commit if an untracked caller still sends the retired flag; no compatibility layer is retained.
