registry/repos.json for Vantage-Config still says: "operational onboarding (baseline, lint CI, dispatch-only publisher, rulesets, develop/main) pending once content lands."

Onboarding is complete as of Vantage-Config #9: content, lint CI, dispatch-only publisher, live rulesets (verified in sync with the carried payloads), the committed repo-config/ operational carry, the Dependabot merge-bot workflow, and the App secret pair in both stores. The registry records reality; the entry needs reconciling (hub-side change).

Fixed in #333 (develop bbf9b4b): the stale 'pending once content lands' driftNote is replaced with the completed-onboarding record (2026-07-16, Vantage-Config #9): baseline docs, advisory lint CI, dispatch-only publisher, repo-config operational carry verified in sync, Dependabot + App merge-bot with the secret pair in both stores, adapted self-audit. spec/validate.py passes.
