Correct Source-Only Release Mechanics in Generated Skill

Finding

The canonical generated skill reference .agents/skills/operational-vs-release-workflow/references/release-publish-mechanics.md still says a source-only repository uses a standalone publish-release.yml that inlines NBGV and action-gh-release.

The current source-only caller instead reaches the hub-hosted build-release-task.yml with all build targets disabled and expect_release_assets: false.

Expected

Update the canonical source-only release-mechanics description to match the reusable workflow contract, then regenerate the distributed skill trees.
