Directive 2a: codify the convergence pattern as AUDIT.md section 10. The audit is read-only, but drift is resolved by the agent applying fixes via a PR on the target repo, driving the Copilot review to green, and holding the merge for the maintainer - one focused PR per drift class, cross-referencing the finding; systemic/fleet-wide drift is fixed in the hub (spec/rule/machine-check), not hand-patched per repo. Supersedes the earlier hub-only-reports framing.

Pull request overview

This PR updates the audit playbook (AUDIT.md) to explicitly codify a post-audit convergence step: resolving detected drift by applying fixes in the target repository via focused PRs, driving Copilot review to green, and holding merge for maintainer approval.

Changes:

  • Adds a new section "10. Converge - Apply the Fixes" describing the convergence loop and merge gate expectations.
  • Documents the intended operational model: hub audits/reporting plus agent-applied fixes via target-repo PRs, with systemic drift addressed in the hub (spec/rules/checks).

Document the convergence model: the audit is read-only, but its drift is resolved by the agent applying fixes via a pull request on the target repo, driving the Copilot review to green, and holding the merge for the maintainer - one focused PR per drift class, with systemic drift fixed in the hub. Supersedes the hub-only-reports framing.

Distinguish the read-only audit-and-report phase (sections 1-9) from the separate Converge phase that applies fixes, and point the Copilot review runbook reference at .github/copilot-instructions.md.
