Directive 2a: codify the convergence pattern as AUDIT.md section 10. The audit is read-only, but drift is resolved by the agent applying fixes via a PR on the target repo, driving the Copilot review to green, and holding the merge for the maintainer - one focused PR per drift class, cross-referencing the finding; systemic/fleet-wide drift is fixed in the hub (spec/rule/machine-check), not hand-patched per repo. Directive 2a: codify the convergence pattern as AUDIT.md section 10. The audit is read-only, but drift is resolved by the agent applying fixes via a PR on the target repo, driving the Copilot review to green, and holding the merge for the maintainer - one focused PR per drift class, cross-referencing the finding; systemic/fleet-wide drift is fixed in the hub (spec/rule/machine-check), not hand-patched per repo. Supersedes the earlier hub-only-reports framing.
