Bumps the version for the develop -> main promotion that brings the governance-catalog repurpose to main.

  • version.json 1.0 -> 2.0 (major: the template changed identity from a .NET sample project to a governance and workflow-audit catalog).
  • README Release Notes -> 2.0 (present-tense, current state).
  • Rewrote the stale placeholder HISTORY.md with an accurate 2.0 entry (repurpose) and a corrected 1.0 entry (the before/after framing belongs in the changelog).
