doc(spec): deprecate the unsupportedCountries key

Not supporting a country is a nearly meaningless concept: any software may conflict with some law somewhere and nobody maintains the complete set. In fact, no publiccode.yml found on the Internet uses the key.

Absence from countries already states that a country is not targeted.

This is now marked as a minor-change proposal to the standard,
this means that old versions of publiccode.yml will still be valid with this change.

Example of minor changes are additions of new keys or making keys optional.

The next eligible voting round will take place on September 30, 2026
