[Executorch] Use temp allocator for allocating scratch memory

Pull Request resolved: #15728
This allows us to leverage temp memory allocator and if that allocator is caching allocator it reduces the allocaiton overhead.

This allows us to leverage temp memory allocator and if that allocator is caching allocator it reduces the allocaiton overhead.

[Executorch] Use temp allocator for allocating scratch memory

Pull Request resolved: #15728
This allows us to leverage temp memory allocator and if that allocator is caching allocator it reduces the allocaiton overhead.
