Trying to bring back #8624 after it got reverted due to an internal test failing. The fix was to pass along metadata into to_edge_transform_and_lower so that constant methods of the pte can be populated.

Trying to bring back #8624 after it got reverted due to an internal test failing. The fix was to pass along metadata into to_edge_transform_and_lower so that constant methods of the pte can be populated.
