Adds the repo-owned Live Dev Server recipe and a thin Create React App development image for
web/. The image uses the runtime-provided checkout and dependencies, binds publicly for previewing, and maps CRA HMR to the preview edge.The Django server is intentionally unchanged: it currently serves the built frontend same-origin and has neither a CORS allowlist nor a staging-only configuration path to update safely.
